Target individual dog owners

Re: Park neighbours want city to enforce rules, Jan. 21 The News.
As a long-time resident of Dundas and a dog owner, I have never seen an aggressive dog or an aggressive owner at Warren Park.
If this is a problem then one should target the individual owners and not the group as a whole.
I believe it is not the dog walkers or the dogs themselves who are to blame, rather the argument is against parking cars on the street.
This park has been a well-known leash-free area for 23 years without incident and I am mystified to understand why local residents fail to understand this historical designation.
